• Does the plan relect a desirable mission for the Church?
• Is the plan based on realistic assumptions?
• Has the parish or ministry real opportunity and potential for evangelism and growth in membership?
• Are the financial resources specified in the plan, adequate to achieve the plan?
• Is the plan to develop self-sufficiency realistic?

As well, there may well be historic considerations where it is pastorally desirable to maintain an Anglican presence in a particular location.
